【摘要】:1.1Thisguideisintendedtoprovidethechemicallaboratorymanagerwithguidelinesforthedisposalofsmallquantitiesoflaboratorywastessafelyandinanenvironmentallysoundmanner.Thisguideisapplicabletolaboratoriesthatgeneratesmallquantitiesofchemicalortoxicwastes.Generally,suchtasksinclude,butarenotlimitedto,analyticalchemistry,processcontrol,andresearchorlifesciencelaboratories.Itwouldbeimpossibletoaddressthedisposalofallwastefromalltypesoflaboratories.Thisguideisintendedtoaddressthemorecommonlaboratorywastestreams.1.2ThisguideisintendedtosupportcompliancewithenvironmentallawsintheUnitedStatesofAmerica.SomeoftheselawsprovideforstatestotakeoverregulationofairqualityornaturalwaterqualitywiththeapprovaloftheEnvironmentalProtectionAgency(EPA).Othermatters,suchaslaboratorywastetracking,disposalashouseholdgarbageanduseofsewers,arehandledatthestate,localorproviderlevelthroughoutthecountry.Examplesofprovidersareairscrubberservices,municipalsewersystems,municipalandprivategarbageservices,andtreatment,storageordisposalfacilities(TSD).GototheEPAhomepage,clickWastes>Regions/States/Tribes>Statestogethelplocatingstateregulations.Unfortunately,itisnotpossibleforanyonesourcetoprovidealltheinformationnecessaryforlaboratoriestocomplywithallregulations.Toensurecompliance,thelaboratorymanagermustcommunicatewithregulatorsatallfourlevels.1.3ThoughitwouldbeconvenienttociteeachreferencebyitsUniversalResourceLocator(URL),thisguideeschewsthat(becausesuchreferencesaretoolabile)withtheexceptionofhttp://www.epa.govandhttp://es.epa.govfortheUnitedStatesEnvironmentalProtectionAgency,http://www.dot.govorhttp://www.hazmat.dot.govfortheUnitedStatesDepartmentofTransportation,andhttp://thomas.loc.govtofollowpendingfederallegislationintheUnitedStates.Intra-sitelinkssuggestedherearealsosubjecttoobsolescence.However,onecanenterinthewebsitesearchboxthetitleofthedocumentcitedtolocateit.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
